The object you see is a catfish's pectoral fin, cleaned of flesh. Swiss Army knife for scale... but ironically appropriate, as you will see. The barbs are a natural part of the fin, not the result of a craftsman's work. It pays to pick this sort of catfish (and others, for that matter) carefully! Although what you see here is an ornament for tourists, the local people carve wooden handles into which the fin can be slotted. It then works well as a knife. When it gets dull, the old "blade" can be discarded, and a new one slotted in, just like an Exacto knife.
